Hamilton County Educational Service Center (ESC) is a not-for-profit, government entity that provides support to schools, non-profits, and other government agencies in instruction, administration, technology, personnel, and finance. Hamilton County ESC services and programs are delivered through a staff of 900+ experienced and talented professionals. HCESC designs programs, offers services, and provides support in the areas of special education, curriculum, standards, leadership, assessment, data analysis, instruction, and educational technology. Business operations related services include graphic design and digital printing, technology administration, insurance consortia, personnel and financial services, and a unified purchasing cooperative.
We are a local political subdivisions and considered a school district under state law – Ohio Revised Code 3311.055, a local education agency or LEA under federal law – 20 USCS §7801(17) (ESEA, IDEA, HEA, Perkins), and governed by a publicly-elected board of education. Day-to-day operations are conducted through the ESC superintendent, treasurer, and other administrators.
